RESOURCES OF HEALTH FINANCING



We all know that the source of financing for the provision of health facilities which involve the two main parties of government (public) and private (private). Health is still debated whether it was actually good to remember that public or private health facilities that are held by the private sector (private) tend to be commercial. In most areas of Indonesia, the private sector dominates the provision of health facilities, more than half of hospitals that provided a private hospital, and approximately 30-50 percent of all forms of health care provided by private parties (a decade ago only about 10 percent). This course will be constraint especially for the middle class down. The high health costs to be incurred if using private health facilities are not comparable with the economic capacity of most Indonesian people belonging to lower middle.

Source of health funding:
1. government
Dana central, provincial, city districts, the government shares in BUMN, premiums for the poor who Jamkesmas paid by the government
2. Private or public
CSR (Corporate Social Responsibility), household expenditure of either paid in cash or through the insurance system, foreign aid, grants or donor of the LSM
Chronology of health financing
Sources of funding for health (Based on the ideology of a country):
1. Socialist and welfare state
Fully funded by the government (the state holding the full patient welfare), not for profit, its scope is public
2. Liberal - capitalist
Price left to market mechanisms (no haggling), profit oriented, fully private (no government intervention)
3. Combination (a combination of both, the most widely applied)
      The combination of government funding, private and public, social insurance systems, public-private mixed

Management of health financing consists of:
- Input (who are limited resources, health needs are not limited to)
- Process management (efficient use of resources, selection of effective health programs)
- The output or outcomes (budgeting policy and health financing system, the status or health status)
